Russian PEPPOL Access Point established
Since 2009, the Russian National Certification Authority (NCA) has been actively dealing with issues in the sphere of cross border electronic trade. NCA Russia specialists in cooperation with the authorities of the Russian Federation develop conceptual approaches and solutions to ensure legal value of electronic commerce in different fields such as healthcare, education, public services, etc.
“We witness numerous integration processes comprising more and more countries all over the world. State-of-the-art information technologies enable to realize technical aspects of the electronic commerce successfully but there are still many gaps in the areas of legal regulation and organizational provision. When providing services NCA Russia pays equally great attention to legal, organizational and technological customer support, and it is very important for us to adhere to the same approach for cross border electronic commerce. PEPPOL is one of the few examples of a complex approach to ensuring users’ cross border interaction. We hope that NCA Russia jointly with OpenPEPPOL will be able to realize a high-quality, practically feasible and trusted platform for buyers and suppliers from different states” - says Maksim Hotchenkov, CEO at NCA Russia.
For eighteen months NCA Russia in cooperation with OpenPEPPOL and IBM Denmark representatives elaborated opportunities to connect Russian and European infrastructures for electronic commerce leveraging on the PEPPOL network. In autumn 2013, the first steps to achieve this objective were taken. The first agreement was concluded between NCA Russia and OpenPEPPOL to connect the NCA Russia to the PEPPOL network infrastructure as a compliant PEPPOL Access Point provider; the second agreement was concluded between NCA Russia and IBM Denmark providing technical connection of NCA Russia to the PEPPOL network infrastructure.
“OpenPEPPOL welcome NCA Russia into our network. This marks an important milestone in achieving standardization in electronic procurement by expanding the use of PEPPOL-based solutions at an international level. PEPPOL continues to attract widespread investment in fostering interoperability and economic integration” – states André Hoddevik, OpenPEPPOL Secretary General.
“Connection to the PEPPOL infrastructure is only the first step, and ahead there are a lot of tasks for the coordination of cross border electronic trade in the business to business (B2B) context. We are sure that in partnership with OpenPEPPOL and IBM Denmark these tasks will be successfully solved” – states Alexander Sazonov, Deputy Director of Development at NCA Russia.
Active involvement of Russian and European electronic trade platforms is planned to further expand cross border B2B electronic trade and addressing the following issues: analyzing the technology to conduct electronic trade in Russia and EU in order to develop unified procedures; harmonising trading mechanisms for participants identification and authentication; analysis and harmonization of communication protocols and structure of electronic trade documents.
“Coordination of cross border electronic trade is a prospective and ambitious but at the same time achievable task. In cooperation with OpenPEPPOL and IBM Denmark we made the first steps in this direction and invite operators of Russian and European electronic trade platforms alongside with other interested parties to join our work.” - concludes Alexander Sazonov.
